To find the recipe, you have to scroll halfway down the document to the ninth section called "Third-Party Authentication; Third Party Services." After a few legalities, you'll find the recipe. Sure enough, it provides you with all of the ingredients and what to do with them:
IMO, it seems like the only ingredient the cake is missing is copious amounts of frosting. Right after the recipe, there's a note telling the reader to enjoy the cake and feel free to share the recipe tagging @peacocktv. Then the document moves onward with a quick sign off: "And now, back to your regularly-scheduled legal document." That's one way to liven up a boring document! I guess the hope of finding a super delicious cake recipe is one reason to sift through all of the legal stuff.
